Riyadh has the largest concentration of commercial, industrial and service facilities in Saudi Arabia: workshops and fuel stations inside neighborhoods, restaurants and central kitchens, warehouses along the ring roads, and factories in the industrial cities. Every one of these activities that is expected to have an environmental impact needs an environmental permit from the National Center for Environmental Compliance (NCEC) before construction and before operation. This guide explains who needs a permit in Riyadh, the steps, timelines and fees published by official sources, and what is different in practice in a city of Riyadh's size.
Who needs an environmental permit in Riyadh?
The Implementing Regulation for Environmental Permits applies to all owners and operators of any activity with an environmental impact, new or existing, at every stage: construction, operation, modification, addition, expansion and closure. The regulation defines an "activity" as any project or industrial, commercial or service facility expected to have environmental effects. So the permit is not limited to factories. The activities we handle most often in Riyadh include:
- Auto workshops, oil change shops and car washes.
- Fuel stations and service centers.
- Restaurants, central kitchens and food factories.
- Warehouses and distribution centers, especially chemical warehouses.
- Hospitals, medical complexes and laboratories.
- Construction sites and residential or commercial projects.
- Factories in Riyadh's industrial cities.
The competent authority
The system is the same across the Kingdom, and the permit is issued by NCEC. Applications are electronic, and the Saudi Business Center platform lists the services as "Environmental Approval for Construction" and "Environmental Approval for Operation". Licenses for waste management activities (collection, transport, treatment) are issued by the National Center for Waste Management (MWAN), which is a separate file from the facility's environmental permit.
The steps
- Environmental classification form: every application starts here. NCEC reviews it after payment of the review fee (SAR 500 per the Saudi Business Center) and decides the category within 10 working days, extendable by 10 days for activities not previously classified.
- Category requirements: Category 1 needs NCEC approval of an environmental management plan (and a rehabilitation plan for specified activities) prepared by a licensed provider. Category 2 needs an EIA study; Category 3 needs a scoping report followed by an EIA study.
- Construction permit: before any construction works, valid for three years.
- Operating permit: before the activity starts, valid for three to six years depending on size and complexity.
- Obligations after issue: permit conditions, self-monitoring reports, environmental records and renewal.
Published timelines and fees
| Item | Category 1 | Category 2 | Category 3 |
|---|---|---|---|
| Published approval time (construction or operation) | 15 days | 40 days | 85 days |
| Construction approval fee | SAR 1,000 | SAR 10,000 | Based on construction cost |
These figures are from the Saudi Business Center platform and do not include the time needed to prepare plans or studies. The annual operating permit fee is calculated as: environmental impact factor of the activity type × activity size × environmental compliance factor, where the compliance factor ranges from 0.8 for highly compliant activities to 1.2 for low compliance.
What is different in practice in Riyadh?
- Proximity to sensitive receptors: many activities sit inside residential neighborhoods or near schools and hospitals. An activity within, or 500 meters or less from, sensitive areas or receptors needs a detailed EIA.
- Noise in neighborhoods: the Noise Regulation sets limits for residential areas starting at 50 dB by day and 40 dB at night for low-density areas, rising with density up to 65 dB by day and 55 dB at night for commercial areas. This matters for workshops, construction sites and generators inside neighborhoods.
- Industrial cities: factories in Riyadh's Second and Third Industrial Cities follow the same permit path, and Category 2 and 3 facilities need an environmental audit when renewing the operating permit every three years.
Mistakes we often see in Riyadh
- Leasing a site before checking its surroundings, then discovering nearby sensitive receptors that raise the file's requirements.
- Opening a new branch under the first branch's permit, although each site is a separate activity.
- Turning a restaurant into a central kitchen, or a repair shop into a paint shop, without a new permit, although a new operating permit is required before any change to the type or size of the activity.
- Hiring a waste carrier without checking its MWAN license, although the Waste Management Law makes anyone who hands waste to an unlicensed person jointly liable for damages.
Frequently Asked Questions about Environmental Permits in Riyadh
Is the environmental permit in Riyadh different from other cities?
No. The law and regulations are the same nationwide and NCEC is the competent authority. What differs is the site and its surroundings, which affect classification and requirements.
How long does an environmental permit take in Riyadh?
The classification decision comes within 10 working days of receiving the form, then the published approval times apply: 15 days for Category 1, 40 for Category 2 and 85 for Category 3, plus the time to prepare the plan or study.
Does a small shop need an environmental permit?
Not every shop. It depends on the activity and the waste, emissions, noise or wastewater it produces. NCEC makes the final category decision after reviewing the classification form.
