"How much does an environmental permit cost in Saudi Arabia?" is one of the questions we hear most. The accurate answer has two separate parts: the government fee paid to the National Center for Environmental Compliance (NCEC), and the cost of preparing the file — plans, studies, reports and follow-up. This article explains the first part as published by the Saudi Business Center platform, and shows how your facility's compliance directly affects what you pay every year.
Where do environmental permit fees come from?
The Implementing Regulation for Environmental Permits states that NCEC collects fees for issuing and renewing the construction permit and the operating permit, and for reviewing the classification form and EIA studies. The amounts themselves are published by the Saudi Business Center in its "Environmental Approval for Construction" and "Environmental Approval for Operation" guides.
Published fees
| Item | Fee |
|---|---|
| Environmental classification form review | SAR 500 |
| Construction approval — Category 1 | SAR 1,000 |
| Construction approval — Category 2 | SAR 10,000 |
| Construction approval — Category 3 | Based on construction cost |
| Operating approval | Annual fee calculated by formula |
The amounts were taken from the Saudi Business Center at the time of writing; check them when you apply, as they may be updated.
The annual operating fee formula
Annual operating fee = environmental impact factor of the activity type × activity size × environmental compliance factor.
- Environmental impact factor: linked to the type of activity and varies according to its impact.
- Activity size: calculated from your facility's submitted data.
- Compliance factor: from 0.8 for highly compliant activities to 1.2 for low compliance.
In practice, two identical facilities may pay different annual fees, because the gap between 0.8 and 1.2 is 50% of the lower value. Your compliance record alone can raise or lower the cost.
What raises the cost without you noticing
- A construction permit that expires before work starts: it is valid for three years; if it expires unused, a new application is needed, the fee paid is not refunded and a new fee is charged.
- A higher category: the construction fee alone is ten times higher for Category 2 than Category 1, before the cost of the EIA study.
- A Category 3 study requested during a Category 2 review: the regulation says the fee difference is taken into account.
- Poor compliance: it pushes the compliance factor toward 1.2 and exposes the facility to violations and fines.
- Changes without a permit: a major change without approval can end in permit suspension until corrected, plus penalties.
How to actually reduce the cost
- Classify correctly from the start: accurate data in the classification form and a design review before submission. The applicant may request reclassification by proving improvements that reduce the environmental impact.
- Time the construction permit: obtain it only when execution is ready so it does not expire.
- Improve your compliance factor: self-monitoring reports on time, accurate records, applied permit conditions and closed inspection findings.
- Plan the renewal: Category 2 and 3 facilities need an environmental audit at renewal; an early audit leaves time to close gaps.
File preparation cost: the second half of the answer
Besides the government fee, the file needs technical work whose cost depends on category and activity: an environmental management plan and rehabilitation plan for Category 1, or an EIA study for Categories 2 and 3, then self-monitoring reports and any measurements the permit requires. The regulation requires these plans, studies and measurements to come from an NCEC-licensed provider. So ask for a proposal that details the scope: what is delivered, whether responses to NCEC comments are included, and what follow-up comes after the permit.
Frequently Asked Questions about Environmental Permit Fees
Are the permit fees the whole cost?
No. There is also the cost of preparing the file: the environmental management plan or EIA study, reports and follow-up, which vary by category, activity and size.
Is the operating permit paid once?
The operating fee is annual, according to the formula published by the Saudi Business Center.
What is the compliance factor?
A factor in the annual operating fee formula, ranging from 0.8 for highly compliant activities to 1.2 for low compliance, so compliant facilities pay less.
How do I know the exact amount for my activity?
It appears when you apply, based on your activity data and category, and can be estimated in advance during an initial review.
Is the fee refunded if I do not start the project?
No refund is due if the construction permit expires, and a new fee is charged on reapplication.
